Yeah i had seen this one but I haven't figured out what it really means. Like what does it do? Does it mean savings in energy somehow?

I'd say that any time you can get a defined rotation on that small a scale, it means that you can make machines on that scale. Everything from nanites to liquids that could form themselves into solids with a little electricity. Controlled motion at the atomic level could do all sorts of neat stuff.
