Articulating in words what was seen in actions. Only because many were black?? Not necessarily. But definitely because the area was poor. The poor are seen there and on this board as a drag on the government. but no one wants to pay the poor any more for their services. Nobody ever became rich working by the hour for someone else. There was a lot of talk about leveling much of New Orleans and rebuilding with high end homes. More tax revenue for the city and Parish.

I think most Americans found it difficult to sympathize with people who were standing on a bridge asking for handouts but weren't making the basic effort to walk in the direction of dry land.
That particular disaster was a boondoggle from start to finish but I don't think race had much to d with it.
