How about this instead: Our infrastructure is being professionally and sytematically probed for weaknesses and the perpetrators are making diligent notes about effects, response times and potential damages. At least they had to common courtesy not to call this one California Power Station Attack vandalism.

At this point, it could be anybody but my money is on islamists, or possibly mexican cartels, at the behest of Iran. The normal muslim kooks aren't organized enough to do long term probing and make an actual plan before acting. I don't think the chinese really have anything to gain by bringing us down, only be letting us know that they have some skills in that area so we'll take them a little more seriously.
The chinese can, generally, be counted upon to act in their own self interest and that wouldn't include doing any meaningful damage to the US over the long term. The iranians, well, they're religious nuts and as such, are liable to do anything, no matter what the consequences.If you think the invisible man in the sky is on your side, you tend to ignore logic sometimes.

Except, don't underestimate the Chinese to take advantage of weakness, especially in the long run. Without a credible consequence, they will simply do, whatever is in their interest.
Take a look at how they're throwing their weight around in their neighborhood. Until confronted, they will continue to do as they please.

I think this guy is a pretty good example of who we should be looking for. Iraqi, Russian, military trained and, almost certainly, open to the highest bidder. Anyone hiring this guy to do recon has plausible deniability. What the story doesn't say is where the hell this person is now. With a limp noodle like obama at the helm, there are a lot of organizations out there that might try to get some payback on the ole great satan. link

My theory is that the southern border has purposefully been left lax for infiltration.
Vast expanses of desert and other lightly populated areas are far more easily monitored than other potential entry points. If the government wanted that border sealed, it would be sealed by now.
Their buffoonery in making it so, suggests to me, another motive. One intended to actually funnel infiltrators through that area.
Unfortunately, the huddled masses are also taking advantage.

One has to wonder whether this is a side effect of the attempt to import more dimocratic voters or the primary goal. Either way, I think we now have a good idea of who's looking for weak spots and why. Sadly, the president seems more likely to collaborate than defend the country.

Probably more often than we would really want to know about. It would be called vandalism, you know, like, workplace violence, and not be news worthy.
We're being probed for weaknesses, and response and recovery times.
One day, there could be co-ordinated attacks across a range of infrastructure targets that would throw our society into chaos. Then, the second shoe drops on the melee.
All civilian responses are overwhelmed, lots of people get killed, and our civilization collapses.
Hang on!! I've still got my tin-foil hat on. Nevermind.

With so much of our communications dependent on the internet in some fashion, it's difficult to consider a backup plan should there be a disruption, but it's worth thinking about anyway.
