I recently acquired a couple of revolvers. Two of them are chrome, but have a little suface rust on them. Typically, I use some fine steel wool to remove it and then oil them up to prevent further problems,
Got any advice on how to improve this system?

The best surface rust remover, always, is a cleaning brush (basically a tooth brush) and either WD-40 or an approved cleaner.
I strongly recommend against using steel wool on any exterior surfaces on any weapon for any reason. There are some specialized copper and brass scrubber brushes and bore punches that have been designed for heavy duty use, turn in your steel wool for one of these, they can be found at any gun store or even Wal-Mart and are designed to NOT damage the finish of your weapon the way steal wool can.
Chrome weapons are a bit of a pain in the ass to clean, especially when it comes to getting rid of surface rust, generally, if the weapon has rust on it, this means that the chrome or nickel plating may have bubbled up or be flaking. BEFORE cleaning make sure to check for any spider web marks on the finish or places that the finish may be flaking off, if there are ANY web marks or flakes then you cannot use anything more abrasive than the toothbrush without doing possible damage.
Now, while this is not an approved cleaning method… the same cleaner used for stainless steel or chrome appliances can be used on your weapon (exterior only) BUT you have to make sure that it gets removed, COMPLETELY after cleaning. You can use this cleaner even if web cracks are present.
