I got a desktop computer from my nephew. It is a compaq. When I try and go to the control panel, it tells me there are restrictions in place that prevent me from going there. 1. I logged off to see if there was more than one account, there is not. 2. I did a system recovery, and wiped it clean, and got the same error. 3. I click on start, click on the name up top (to access user accounts), and it gives me the same freaking message. Any ideas?

Yeah, it is set in the DOS. That can be tricky sometimes. When the computer is booting up, you need to hit "F9" or F2" . Your puter should tell you when it's booting up, which to hit to get into the sytem config. When you go there, it is pretty self explanatory. Let me google something and I'll post another idea.
