Can the government be that inept? Dayum! Yeah that's it make the spill worse so now you can pass your global cap n trade to further destroy America. Damnit I'm convinced that we have insiders here behind the scenes pulling the strings trying to do us in. This makes NO sense otherwise!

To make sure the barges meet standards for open ocean operation, maybe? surely the vessel carries some kind of certification on-board. even elevators have permits available. besides, does the coast guard contact every builder of every commercial vessel that crosses into their jurisdiction?

Whatever the rule, I still would have pushed past them. This stuff is too time sensitive to be sitting around waiting on silly paperwork.

Yet another case of how bureaucracy obstructs action by insistence on unnecessary procedures and red tape. I'm surprised the WH hasn't tried to blame this on BP as well. Failure to see the big picture during a contingency often leads to priorities being skewed. Stop the leak, contain the spill.. that's all that should matter in the initial stages. When other countries offer equipment to help achieve those objectives and our own government turns it down, what is their true intentions? If someone in the decision making process was assigned the job of maximizing the damage, he couldn't have done a better job than what's been done so far. Mission accomplished, Mr. Obama.
