I've had to call rotor rooter from time to time because my old (now dead) sycamore's roots would penetrate and block my line. It appears that since the tree is dead I've had less problems and no severe blockages yet. I just talked to some employees with WWTA that said eventually they will have the program where in the rest of county (currently only Signal areas from my understanding) they will hook you up to the PSLP program which means they will replace my old sewer line. I asked if this would be "free" and they said your already paying an $8 per month extra fee on your water bills. I want my "free" line! ;D
There is an "emergency" part of this PSLP which when I called the guy at Roto Rooter said you had to have severe blockage in order to get into their program.

It was my understanding that their intent was to replace broken sewer lines in order to prevent ground water infiltration, but I suspect that we didn't get the whole story... again.

WWTA costs are per gallon of water. when rainwater infiltrates the damaged lines, there's more water for WWTA to treat, increasing costs. the form that residents have to sign to grant access to the service techs states that residents who refuse this service will have their water rate increased by 5X.

Your right but I don't know about the 5x charge. I just talked to the WWTA people since I had another "emergency" and had to call Roto Rooter again. Well I had enough and I'm now awaiting for my new field line to be installed. In East ridge it can only be an "emergency" to qualify because the city wanted to opt out of the program so right now WWTA has East Ridge on hold and will only do emergencies from what I gathered. BTW we are all paying for this anyways since they make us pay an $8 per month so we will pay for this one way or another. I'm not getting anything free here. WWTA are also making each and every restauraunt have special grease traps that have to be inspected every 3 months or so by WWTA inspectors and if they're not up to specs they "write them up." The WWTA guy told me it was from the EPA to keep the grease out of the main lines. He also said even Subway Sandwich shops even had to have a special one built under their sinks because of "grease" from the containers the meat comes in was being hosed off in the sinks and the leftover grease was going down the drain. I will be getting my new lateral drain line in the next few weeks so I'll update. ;D

It is my understanding that the $8/month charge is an "insurance" fee in case something goes wrong with the sewer line on your property it will be repaired at no expense to you. It is also my understanding that you can opt out of the $8/month fee. But this would make it your responsibility to pay for any repairs on your property. But, since I live in the UNINCORPORATED AREA OF THE COUNTY, I don't have a sewer system. We rely on a septic tank system, which has served us well and trouble free for 22 years.

Check your water bill. It doesn't say anything about being able to opt out on their website that I could find. I'm thinking what they call the PSLP (private service lateral program) is only good for Signal Mt and any other areas that are connected to sewers and ONLY (as of right now) "emergencies". Now what we are talking about here is your line which runs out of your house and only those connected to sewer mains would be applicable for this program. Now they do sell some "insurance" also for your line running into your house for if it breaks etc. I'd be interested to know if your also paying the $8 per month because I'm told this is for twenty years and quite possibly they might be taking the $8 out of those who are in the unicorporated areas and have no sewer lines yet to use to pay for the whole shebang. The dude from Roto Rooter did tell me that apartment complexes were getting charged the $8 extra per renter and they were passing the extra $8 to the renters and I don't know if that's true either. BTW I did read on their site that they would "ultimately" serve the unicorporated areas. You may very well be paying the $8 for this program called the PSLP and think your paying for something else.
